What does a toilet cistern replacement involve?

Replacing a toilet cistern in Cheshire means swapping the tank that holds the flush, and often the fittings inside it, so it still meets the pan and the waste. This page says what to ask a plumber, and it does not tell you to take the old tank off.

What are you actually replacing?

In Cheshire, a toilet cistern replacement is the tank above or behind the pan, not the whole bathroom, unless you say otherwise. The bathrooms this page starts with are in Crewe, Nantwich and Sandbach. The tank holds the water for the flush. Inside it are a fill valve and a flush valve. The button or handle on the front or top is a separate part. People book a new tank when the old one is cracked, when the fittings will no longer seal, or when they want a different flush. Those are three briefs. A quote that only changes the button is not a cistern replacement. Toilet flush buttons are that smaller question.

This page does not tell you to empty the tank, lift it off the pan, or alter the soil pipe. This page does not print a figure, because we could not find two dated public sources that agree on one. What you can do is describe the WC you have, from the room, without taking it apart.

Anyone in the UK can post a job or register. QuoteZila is new, so how many plumbers reply depends on who has joined near you [QZ5].

Which kind of cistern is it?

Use the words you can check by looking, not by dismantling.

  • Close-coupled. The tank sits on the pan, with a plate or bolts between them. Replacing it means the new tank must suit that pan, or the pan is replaced too.
  • Low-level or high-level. The tank is on the wall and a flush pipe drops to the pan. The pipe length matters. Say if the pipe is boxed in.
  • Concealed. The tank is behind a panel or in a frame. The panel may have to come off. Say if you know there is a frame, and do not cut the panel to find out.
  • Button or lever. Say which you have. A dual button is not the same fitting as a handle on the side.

If you do not know the maker, say so. A photo of the outside of the tank and of the pan, taken in the room, is enough for a first conversation.

When does building regulations approval come into it?

GOV.UK says you might need building regulations approval to install a bathroom that will involve plumbing, and that this approval is different from planning permission [S1]. You might need both [S1]. You do not have to arrange the approval yourself if you use someone on a competent person scheme [S1]. A single cistern on a WC that already works is not automatically "installing a bathroom". If you are refitting the room, say that. If you are only changing a cracked tank, say that. Check with a building control body if you cannot tell [S1].

GOV.UK: find your local council for building control. QuoteZila is not affiliated with this organisation.

WaterSafe says approved contractors can issue a certificate of compliance [S2]. This page does not claim that every cistern swap is work that certificate covers. Ask the plumber. Search the directory yourself. We don't check insurance, qualifications or registrations, so please check these yourself before you hire.

What should the written quote list?

Citizens Advice says to get the price in writing, because a quote is a fixed price and an estimate is only a rough guess [S3]. Try to get written quotes from at least 3 traders [S3]. Some traders charge for preparing a quote, so ask first [S3]. The paper should show a fixed total, a breakdown, how long the price lasts, whether VAT is included, and when it can rise [S3].

Ask for separate lines for:

  • the new cistern, and whether the pan stays
  • the fill and flush valves
  • the seat, if it is included
  • the flush pipe, if there is one
  • making good tiles or a panel
  • taking the old tank away
  • who turns the water back on and checks for leaks before they leave

A business must register for VAT when taxable turnover for the last 12 months goes over £90,000, or when the next 30 days are expected to take it over £90,000 [S4]. Ask which total you have.

If a deposit is asked for, Citizens Advice says not to agree more than 25% where a deposit cannot be avoided, and to get a receipt [S3]. Pay by card if you can [S3].

The Advertising Standards Authority says a "no call-out charge" claim is fair only when there is no charge for travelling to the premises, the initial diagnosis, or any other charge before the work is agreed [S5]. Ask whether a visit to measure the pan is free of any fee if you then decide not to go ahead.

Jobs you might post

These are examples, not taken from real job posts.

  • The close-coupled cistern is cracked. The pan is sound. Ask for a written price that says whether the pan can stay, and include taking the old tank away.
  • The high-level tank no longer flushes properly and the pipe is on show. Ask the quote to include the flush pipe if it has to change.
  • A concealed cistern behind a panel is leaking into the ceiling below. You have not opened the panel. Ask the plumber to price the investigation separately from the replacement.

How do you compare plumbers?

Match the scope before the money. A tank-only price against a pan-and-tank price will always look cheaper, and it may be the wrong tank. Citizens Advice says a much lower quote may mean the work is not the same work [S3]. Be wary if it stays verbal [S3]. Ask to see insurance and check it covers the dates of the job [S3].

What do people ask about cistern replacement?

Can I replace the cistern and keep the pan?

Sometimes, if the new tank lines up with the pan and the soil pipe does not have to move. This page cannot tell you from a description. Ask the plumber to say, in the quote, whether the pan stays. A quote that includes a new pan is a different job from a tank-only price.

Is this the same as a new bathroom?

Not by itself. GOV.UK lists installing a bathroom that will involve plumbing among alterations that might need building regulations approval, and says that approval is different from planning permission. A like-for-like cistern on an existing WC may not be that project. If the room is being rebuilt, say so, and ask whether a competent person scheme will cover the approval.

Who should do the water connection?

A plumber. WaterSafe describes itself as a directory of plumbers and other water specialists, and says approved contractors can issue a certificate of compliance. QuoteZila does not search that directory for you. If you want a certificate, ask the plumber whether they can issue one and check the name yourself.

Does QuoteZila check plumbers?

No. We don't check insurance, qualifications or registrations, so please check these yourself before you hire. You can report a quote or a business from your job page.

Can I post a cistern replacement on QuoteZila?

Yes. Say whether the pan stays, whether the cistern is close-coupled or high-level, and add a Cheshire postcode. Up to five matched local businesses can quote. QuoteZila is free for customers and local businesses.
