How do you plan a home office in the house?

A home office can be a spare room or a garden building, and planning permission is not always required if the house stays a house. This guide is the list of checks, and it does not design the desk or the electrics for you.

Which kind of home office is it?

The search is for ideas. The useful split is simpler than a mood board. You are either using a room you already have, or you are adding a building in the garden. The Planning Portal says that if you are altering an existing space, consider whether there is enough natural light, space for a desk, a chair and other office furniture, and internet access and a telephone line [S1]. If there is no space to free inside, it says you can add an outbuilding as a garden office, and it points you to the outbuilding rules [S1].

Crewe, Nantwich and Sandbach are the first towns this guide has in mind. Anyone in the UK can post or register.

This page is not a decoration guide and not a wiring diagram. A false ceiling to hide cables is a false ceiling. A plug on a lamp is a plug.

When does working from home need permission?

You do not necessarily need planning permission to work from home [S1]. If no material change of use occurs, permission is not required [S1]. It is possible to create a material change of use while not changing the primary use of the dwelling [S1]. If the answer to any of these is yes, permission will probably be needed: will your home no longer be used mainly as a private residence; will the business result in a marked rise in traffic or people calling; will it involve activities unusual in a residential area; will it disturb neighbours at unreasonable hours or create a nuisance such as noise or smells [S1]. If you are in doubt, the Portal says you may apply for a certificate of lawful use to confirm it is not a change of use [S1].

A desk in a spare bedroom, with no callers, is the ordinary case that sentence is aimed at. A clinic, a workshop with deliveries, or staff arriving all day is the case to ask the council about. Write the honest use in the job. Do not call a visiting practice "just a laptop" .

What about a building in the garden?

In most cases you can use an outbuilding as a home office without needing planning permission, as long as the use remains incidental to the main dwelling, so it is still part of your domestic residential use [S2]. That answer sits on the Portal's soakaway FAQ, and it is about use, not about the size of the shed. Height, distance to a boundary and the other limits are on the outbuildings page the working-from-home guide points to [S1]. This guide does not copy those limits, because getting one of them wrong is worse than sending you to the page. Ask the builder which limit they are designing to, and ask them to name it.

GOV.UK: find your local council for building control. QuoteZila is not affiliated with this organisation.

Read working from home and the soakaway FAQ for the outbuilding sentence. Building regulations approval is different from planning permission, and you might need both [S3]. An outbuilding that becomes somewhere you sleep is a different project from a daytime office. Say "daytime office" if that is true. GOV.UK's page is building regulations approval.

If the house is listed, GOV.UK says works that affect its character need listed building consent, and the listing may cover curtilage structures [S4]. A new shed in the garden of a listed house is a question, not an assumption. See conserving the historic environment.

What should you decide inside the room?

Light, a place to sit, and a way to connect to the internet are the Portal's own list [S1]. Beyond that, say whether you need silence, a door that shuts, or storage for paper. Those are preferences for the quote, not regulations. Do not ask a builder to "make it nice" and expect two firms to have priced the same thing.

Heating an existing room that already has a radiator is not a new system. GOV.UK lists installing or replacing a heating system, and adding extra radiators, among projects that might need building regulations approval [S3]. If you want a new heater in a garden building, say so as its own line. This guide does not choose electric versus water.

When do the electrics leave the handyman description?

Electrical installation work in a home or garden in England and Wales must comply with the building regulations [S5]. A registered competent person can self-certify [S5]. A complete new circuit is among the jobs that, if the installer is not registered to self-certify, must be notified to a building control body or, in England only, a registered third-party certifier before they start [S5]. Adding an extra socket is in that group only in special locations, and in England those are the spaces around baths and showers [S5]. A socket for a computer in a box room is not that location. A socket in a bathroom that you are also using as a desk is. Say which.

With the exception of some minor tasks, Electrical Safety First says electrical work is reported to the local authority or done by a registered electrician in a government-approved scheme [S6]. Electrical Safety First: find a registered electrician; NICEIC; NAPIT. QuoteZila is not affiliated with this organisation. Use Electrical Safety First and the Portal's electrics page. Electricians and builders may both be on the job. The quote should say who does the socket.

Jobs you might post

These are examples, not taken from real job posts.

  • "Spare bedroom to be used as an office by one person, no clients visiting. Please quote to decorate and add one socket on the existing circuit if that is appropriate, and say whether building control is involved. No garden building."
  • "Garden building already standing, used as a store. Please quote to make it a daytime office: light, a socket, and say which outbuilding limit you are working to. Use stays incidental to the house."
  • "Listed house. Want a desk in a bedroom, no new structure. Please say if anything you would do needs listed building consent before you price decoration."

How do you compare ideas without comparing fantasies?

Ask each firm to answer the same three things: room or outbuilding, whether they think permission is required and why [S1] [S2], and who does any new circuit [S5]. A mood-board price that skips those is not comparable with a price that includes them.

Citizens Advice says some traders charge for quotes, so ask first, and to try to get written quotes from at least 3 traders [S7]. A quote is a fixed price and an estimate is a rough guess [S7]. A business registers for VAT when taxable turnover for the last 12 months goes over £90,000 [S8]. Ask whether VAT is included. This guide does not print a fit-out figure.

Up to five matched local businesses can send a quote [QZ2]. QuoteZila is free for customers and local businesses [QZ1]. Electrical work in the county is also discussed on the electrician cost guide.

Do I need planning permission to work from home?

The Planning Portal says you do not necessarily need planning permission to work from home. If no material change of use occurs, permission is not required. Permission will probably be needed if the home is no longer mainly a private residence, if traffic or callers rise markedly, if the activity is unusual in a residential area, or if neighbours are disturbed at unreasonable hours or by noise or smells.

Can a shed be the office?

The Planning Portal's soakaway FAQ also answers this. It says that in most cases you can use an outbuilding as a home office without planning permission, as long as the use remains incidental to the main dwelling. The outbuilding rules on height and position are a separate page. This guide does not copy those measurements.

What should the room itself have?

The working-from-home page says that if you are altering an existing space, consider whether there is enough natural light, space for a desk, a chair and other furniture, and internet access and a telephone line. Those are practical checks, not a style list. This guide does not name a paint colour or a desk.

When is a socket an electrician's job?

A complete new circuit is listed by the Planning Portal among jobs that, if the installer cannot self-certify, must be notified to a building control body or, in England only, a registered third-party certifier before work starts. Adding a socket is in that group only in special locations, which in England are the spaces around baths and showers. A socket in a spare bedroom is not a socket beside a bath. Say which room.
